You can insert layers from the INSERT menu and choose LAYOUT OBJECTS then LAYERS
Layers, like tables, help with continuity within a site. You can create layers in cascading style sheets, which we will be doing soon.
Layers can be arranged more drastically then table cells, they can be off center like these where it would be hard to do this with a table.
Make sure you are not in a layer when you insert the next layer. If you were to be within a layer, it would insert that layer inside the last layer.
