Can Outsiders Help to Bring Peace in Civil Conflicts? |
Choose two violent civil conflicts in which outsiders were involved in attempts to bring peace. Your examples should be conflicts that took place outside of the United States, and at least one conflict should have taken place since 1980. Suggestions of those over with (maybe): Bosnia, Viet Nam, Rwanda, East Timor (since 1980), Czechoslavakia, Korea and Holy Roman Roman Empire Suggestions of those in which no outsiders intervened (much): Tibet, Iran (overthrew the Shah), Holy Roman Empire Suggestions of those in process: Israel, Kashmir Ways of intervention: sanctions, military force, economic assistance, military training, air bombing, negotiation facilitation, UN involvement... |
Use your two examples to analyze what third parties can do a) to bring peace and which third parties should be involved or b) to examine the problems with third party intervention and analyze why it does not work. |
Conclude your essay by making policy recommendations based on your argument. a) If you conclude that third party intervention can help bring about peace, how should we strengthen these efforts in the future? b) If you think that interventions by outsiders cannot bring about peace, what other efforts can the international community make to prevent or to resolve violent civil conflict? |
