The chair will call the delegates to order and ask the Secretary to call roll. The Secretary will call out each country represented and mark on a tally sheet whether the representative choses to speak or not.
Examples of possible delegate responses during Roll Call
1. You wish to fully participate
France is present and reserves the right to speak and vote on all issues.
2. You wish to give your speaking time to another delegate but you still want to vote.
France is present and respectfully requests the right to vote but is giving its speaking time to India.
3. You do not want to speak but you want to vote. (Be prepared to receive written requests from other delegates for your time. Sometimes you can trade, giving up your time on this issue for another delegate's time speaking on another issue more critical to your country).
France is present and reserves the right to vote but not speak.
4. You are an observer nation appealing for voting privileges.
The Palestine National Authority is present and continues its appeal for voting status on all issues directly related to our people. (The chair will respectively deny this but grant the PNA equal speaking privileges).
5. You are an observer nation or non-governmental agency (ngo) like Greenpeace, Amnesty International or Doctors without Borders.
The International Red Cross is present and reserves the right to speak on all issues relevant to human rights.
