SUBJECT OF RESOLUTION: Human Rights Abuse in Uganda

AWARE OF the fact that Uganda has been involved in wars with its neighbors, most notably The Democratic Republic of the Congo for the last 14 years, and has ignored all UN attempts at negotiation, mediation and requests to disinvolve,
AWARE OF the fact that Uganda has not complied with the Lusaka Agreement,
HAVING RECEIVED information regarding Ugandan governmental child abuse, destruction of homes and villages, citizen executions without due process in its own country and beyond its borders,
HAVING HEARD that the Ugandan government is not providing adequate attention to its citizens' medical problems, which not only include AIDS/HIV but also dysentary and malnutrition,
NOTING WITH DEEP CONCERN that the Ugandan government has broken numerous articles of the UDHR, including Article 5 which states: "No one shall be subjected to torture or to cruel, inhumane or degrading treatment or punishment,"
REQUESTS that sanctions be place upon Uganda until it complies with the following:
1. compliance with all human rights provisions under the UDHR
2. compliance with the Lusaka Agreement
3. immediate troop removal from beyond its borders
