RECOGNIZING that under current conditions the temperature of the Earth's surface is predicted to rise by 2-9 degrees by the end of the century,

BEARING IN MIND that a rise in temperature will affect the polar icecaps,

AFFIRMING that an increase in polar melting will threaten coastal urban centers and seaports,

AWARE of the fact that a rise in the earth's temperatures will also affect vegetation and agricultural resources, and

AFFIRMING that the Kyoto Protocol calls for a substantial cut in greenhouse gas emissions,

URGES member nations to encourage compliance with the Kyoto Protocol by developing a graduated reduction in trade exchanges with countries as they miss Kyoto target stages.
