SUBJECT OF RESOLUTION: Diamond Trade Restrictions

RECOGNIZING that diamonds are being sold by rebels to purchase weapons in many nations,

NOTING WITH DEEP CONCERN the World Diamond Council's plan proposed at the World Diamond Congress in July 2000 to adopt a uniform international certification system, ethical codes of conduct, as well as a requirement that insurance companies and banks to cease all business with companies who deal with "conflict diamonds",

DEEPLY CONCERNED that by restricting the sale of diamonds, the poorest of third world countries' economy would be harmed economically, and

CONVINCED that a restriction on the diamond trade will also negatively affect businesses in all countries,

1. CONDEMNS the creation of an international plan to support the monitoring of the imports and exports of rough diamonds; and

2. REQUESTS that the UN move to dismiss the WDC plan as overly invasive in the sovereign economic affairs of member nations.
