The best plan to encourage ‘regime change’ in Iraq involves lifting the embargo and allowing Iraqi civil society to recover from decades of war and 11 years of sanctions. This would force political reforms that Saddam Hussein has successfully sidestepped for years, using the crisis that has engulfed Iraq since 1991 and national insecurity as justification for his continued tight rule. By removing the crisis, the U.S. would hasten the removal of Saddam. That is the only clear plan.
