1 Policy Statement for each resolution in your packet

The National Democratic Party of Korea agrees with our neighbor China that this resolution is an illegal request and should not be supported by any UN nation respecting the basic principal on which the UN Charter was formed, the sovereignty of each of its members.

1.      Tibet is part of China.

The UN has no justification to interfere in another country’s sovereign affairs. (Charter, Art. 2, section 1)

* China has stronger claim to China than US to American West.

Tibet has been a part of China since 1792. 1728-1912 Tibet had Chinese administrators.

Britain invaded Tibet in 1904 and in 1949 Mao Zedong began a campaign of Tibetan liberation, succeeding in 1951 to reunite with it. (Hessler, The Atlantic Monthly, 2/99)

2.      China has upgraded the quality of life in Tibet

(Possibly rebutting claim that China represses Tibetan culture and quality of life)

*In 1996 China spent $600 mil (US spent $800 mil in all of Africa in same yr) to upgrade education, electricity, hospitals, roads and phones.  Tibetan taxes are virtually non-existant. (Hessler, The Atlantic Monthly, 2/99).  China allows the Buddhist religion and supported the Dalai Lama, but just requires a separation of church and state like most western countries, including the US. (Hessler)
