The following is a summary of communication received at approximately 2000 EST on 9 September 2002 by Kofi Anan, UN Secretary-General. It is being forwarded first to the UN Security Council, knowing that it may affect decisions there today. Corollary papers were attached and are currently being copied, appropriately translated and assembled into packets for all member nation ambassadors and their respective offices for immediate review at an emergency session of the UN General Assembly today at 1400 EST.

Re: Demands for immediate action by 1600 EST, 9 September 2002
The UN General Assembly is asked to vote, facilitate and enforce the following:
1. Official
recognition of
2. Palestinian
Islamic jurisdiction over
3. Reparations to the Palestinian people for loss of property illegally usurped by Israelis since 1947 according to the following per person calculations to be paid to owner. If owner is no longer alive, the funds are to be split among surviving benefactors.
a. $10,000.00 for dispossession of home
b. $50,000.00 for dispossession of business
c. $60,000.00 for dispossession of farms
If these demands are not met by 1600 EST, 11 September 2002 the following will occur:
3 unnamed world sites will be targeted for destruction on each day past the deadline that the demands are not supported and implemented by the UN.
This document will remain secure and
confidential,
even to other members of the UN until the General Assembly
convenes this afternoon and all members have copies of all documents received.
All UN Confidential notices
must be returned to the President of the Security Council
and remain in the Security Council Chambers.
