CONSTITUTION OF THE SKYVIEW HIGH SCHOOL
MODEL UNITED NATIONS TEAM

PREAMBLE
We officially establish
The Skyview High School Model United Nations Team
for the purposes of
improving our debate and speech skills,
understanding democratic processes,
developing individual responsibility and leadership,
and promoting involvement in and understanding of the global community.

ARTICLE I: NAME
The Skyview Model United Nations Team

ARTICLE II: MEMBERSHIP
Membership will be granted to all students who have paid their ASB dues and are attending Skyview High School.
Temporary membership can be granted to those who are in process of obtaining an ASB card,
but only permanent, ASB card carrying members may vote, hold office and attend mun competitions.

ARTICLE III: OFFICERS

A. Any SHS Model United Nations Team member may run for office provided that the person is a team member in good standing.

B. The officers shall be elected by secret ballot at the beginning of the school year. The candidate receiving a majority of votes cast shall be declared the winner. If no candidate received a majority, the candidate receiving the fewest votes shall be dropped from the ballot and a new election shall commence. The process shall continue until a candidate receives a majority of the votes cast.

C. The term of the officers shall start the day of election and end at the next election. In the case of a vacant position, the President may appoint a replacement with the approval of the cabinet. If the President resigns or is impeached, the Vice President becomes President. Since there are two vice presidents, the remaining cabinet members will decide on who becomes the president . If the cabinet is unable to reach a majority decision, the vote will go to the team. The general expectations of all officers is that they help plan and attend meetings.

D. There shall be five (5) elected officers. These titles may be changed on a yearly basis.

1. The Ultimate Democratic Dictator (aka as The President) is the chief officer of the chapter and is responsible for representing the chapter at most events. The President will preside over meetings present for and be a member of all committees. The President may appoint other officers as the need arises. with the approval of the cabinet.
2. Two Vice Presidents (AKA ______________________) assist the President. One becomes President if there is a vacancy in that position. The VP's will also be in charge of membership.
3. The Secretary-general (AKA Secretary) will appoint a staff. Changes in this staff may be made by the other officers if there are problems. That staff will assist in keeping minutes of all the meetings, all written notifications and thank-you notes. The Secretary and staff will also be in charge of phone calls.
4. The Treasurer (AKA Moneypenny) will be in charge of all financial matters of the Chapter. The Treasurer will collect money and keep records of members attending MUN's The Treasurer will preside over a meeting in the absence of the Vice Presidents. The Treasurer will also appoint a staff and submit these names to the President and cabinet for approval. The Treasurer and staff will take care of all fundraising money.
5. The Grimace, who has no more power than anyone else on the team, does not get a cabinet vote but participates in cabinet meetings as an observer.

E. Any officer may be removed by a two thirds vote of chapter members, provided that notice has been given that this motion will be considered. Any of the items as listed below may justify removal from office.

1. Lack of attendance at meetings
2. Inappropriate behavior
3. Misuse of MUN Club funds
4. Does not fulfill the officer duties

F. The SHS Model United Nations Advisor will review incidents where the Student Code of Conduct was broken at MUN's and determine consequences or refer to an administrator.


1. The Faculty Advisor will write a letter of reprimand to each offender and deliver a copy to each administration.
2. Offenders may appeal their reprimand, with the knowledge that if their case is unfounded, they may receive a greater consequence for further taking up advisory time.
3. The President will review the Code and give reasons why the rules are in place before each tournament.

ARTICLE IV THE CODE OF CONDUCT

A. A MUN Code of Conduct needs to be signed once by both student and parent/guardian and kept on file for each MUN year.

Please read this information carefully and review it with your student before signing. Your student should have a very exciting educational experience at the upcoming Model United Nations. We hope you have read the invitation, which lists the agenda. In advance, it is advisable that your student practice the respective speeches s/he has developed from research in front of an audience at home. The more opportunities for performance the better.

Please review the event rules with your student. By allowing your student to attend this event, you agree to pick him or her up if these rules are violated. Rule violators may be sent home and reported to school administration for appropriate disciplinary action. If you have any questions about the rules, travel arrangements, or the educational program, please call at 313-4200 during school hours or email her at bquestad@vansd.org.

THE DEBATERS' CODE OF CONDUCT

1. All rules for VSD school field trips prevail. Use of illegal drugs or alcohol is not permitted. Students also will be punished if they are in a room where drugs or alcohol are present. The use of tobacco products is not allowed. To ensure these rules are obeyed and that the safety and respect of each participant is upheld, must approve the attendance of each delegate. We reserve the right to deny any student the privilege of attending this event or events in the future.

2. Participants are required to meet with at all designated times and participate in all of the scheduled events of the tournament. It is the student's responsibility to know and follow this schedule.

3. Delegates must attend all tournament rounds for which they are scheduled.

4. Participants may not leave the tournament school/location without the permission of the MUN Advisor.

5. All participants are to provide their own transportation to and from in-district tournaments). No student may drive a car to any tournament outside the Vancouver School District. Only parents with prior official clearance (there is a required form) may drive.

6. Participants are required to wear business attire. A collared shirt and slacks (no jeans) are required for guys. Females are not allowed to wear denim, logo'd t-shirts, nor skirts higher than 1 inch above the knee. If a student does not have business attire, s/he must notify for assistance before the day of the tournament. Students not meeting this dress code will not be allowed to participate in the MUN or travel with the team.

7. All students assigned to or occupying any space at a MUN event are responsible for the condition of that space and all articles in it.

8. Students should not bring expensive items to MUN events. Neither the hosting location nor Skyview or the Vancouver School District are responsible for lost or stolen items.

9. Delegates or delegations who do not attend, arrive late or leave early or who are sent home for conduct problems will not receive a refund if they have already paid any event fees. Furthermore, they will be required to refund SHS ASB any funds due to non-participation if ASB provided participation funds. Tournaments do not refund fees for any reason.

10. Delegates and their parents agree that the school district may use any photographs taken during the tournament for promotional purposes.

The Model United Nations Team Advisor, will review Code violations and issue a letter of reprimand and consequence. Members may appeal their letter before or their respective grade level administrator, knowing that an unfounded case may result in stricter consequences for taking more time and energy from and/or Administrator.

I have read the above MUN Code of Conduct and agree to abide by all of the terms described on this form. I understand that in the event of a serious violation of the Code, my parents and my school will be notified, and/or I may be sent home at my own expense without a refund.

ARTICLE V: MEETINGS

A. The team shall meet a minimum of twice a month. Meetings will be led by the President.

B. All meetings shall be run in accordance with this Constitution.

ARTICLE VI: MODEL UNITED NATIONS MEETS

A. Dress at MUN events: If a participant is not dressed appropriately they will be denied participation in an event. A parent will be called and they will be sent home. They may change clothes and return.

ARTICLE VII: AMENDMENTS

This Constitution may be amended by a two thirds vote of the team members and separate 2/3 rds vote of officers.

ARTICLE VIII: RATIFICATION

This Constitution shall take effect upon ratification by a two thirds vote of the members of the team and upon the approval of the Model United Nations Team Faculty Advisor.

ARTICLE IX: ADVISOR

The advisor has ultimate jurisdiction over the club and its constitution.

 

This constitution is officially submitted to the 2002-03 SHS Model United Nations Team by President Jeff Jenkins,
Vice Presidents Shaun Gundert and Sameer Kanal as well as Sharon Lee, Treasurer and Corbin Smith (AKA Spleen).

Ratified on 26 November 2002, by The Skyview High School Model United Nations Team, by a vote of 15 : 1.
