Dear High School Forensics Coach:

The Hudson’s Bay High School Forensic Team would like to invite you to the first Hudson's Bay Affordable Debate Tournamen. The tournament will take place on Friday, November 1, & Saturday, November 2, 2002. We will offer the following events:

Debate

WIAA Rules of Evidence in Debate will be enforced.

Novice: Open to those students who have no previous experience Forensics prior to the current competitive year, or those students who have six (6) or fewer rounds of Forensics competition at invitational, league, or district competition prior to the current competitive year and have not placed first through fourth (1-4) in Level 1 or higher Speech and/or debate competition at two (2) invitational tournaments with 15 or more schools..

Open: Open to all regardless of prior experience or awards won.

• Lincoln-Douglas Debate (6•3•7•3•4•6•3 format with 5 minutes down time)

Topic: Resolved: When in conflict, academic freedom in U. S. high schools ought to be valued above community standards.

Individual Events:

We will offer nine different individual events. Each event shall be offered in novice and open divisions. Washington state event rules shall be enforced. If a division of an event offered in novice and open divisions has ten (10) or fewer contestants the event will be collapsed into open division.

Editorial Commentary

Editorial Commentary: A scripted Speech which is intended to be an analysis of a news event rather than a running synopsis of news. Speakers will read the manuscript from a seated position. The script should be timed to end between 1:45 and 2:00 minutes. Any speaker ending before 1:45 or after 2:00 minutes shall be ranked one score lower. NO GRACE PERIOD.

Fees:

School Fee $ 10.00

Individual event fee per event $ 1.00 One student doing two events = $2.00

Dual Interp Pair Fee $ 2.00

Debate (C-X & L-D) Fee $ 5.00

Uncovered Debate Judging Fee $ 25.00 Per Judge (2 slots)

Uncovered I.E. Judging Fee $ 5.00 Per Uncovered Event

Fees will be assessed Friday Nov 1 at 4 pm. Any drops after that time or at registration will be included in the fees. No Individual Event or Debate adds will be accepted after 4 pm, October 29, 2002.

Judging:

Each school is required to provide one judge for every 2 Debate entries and 6 I.E. entries. One student doing two events counts as 2 entries. A dual interp pair is counted as one entry.

There will be a $25.00 fee for every uncovered debate judging slot. This fee covers two teams per fee. Their is a $5.00 fee for each uncovered individual event entry. We have a limited judging pool for hire. You must note additional judging needs on the registration forms. Please do not arrive at the tournament without the required number of judges. We will drop any uncovered entries from the tournament..

Last minute judging drops will result in dropped entries. If your judges drop let me know as soon as possible.

NO STUDENT JUDGES WILL BE ALLOWED !! A qualified judge must have graduated from high school for this tournament.

Registration Guidelines:

Limitations: Each school is limited to a total of twenty (20) I.E. entries, four (4) Debate entries. One student doing two events is counted as two toward the 20 limit. A dual interp pair is counted as one entry. For those schools wishing to bring more students an additional $10.00 school fee will be charged for every additional twenty (20) I.E. entries, and four (4) Debate entries.

Awards:
Open & Novice Division I.E.: 1st, 2nd, & 3rd.
Open & Novice Division Debate: 1st, & 2nd.
